35 Mr. Cuffe asked the Minister for the Environment Heritage and Local Government his plans to introduce site value tax on lands that are zoned for development but remain undeveloped. [23631/03]

173 Mr. Sargent asked the Minister for the Environment Heritage and Local Government if he has given consideration to rescinding decisions taken by councillors which can generate up to ?9 million in profit for one landowner; and if he will introduce a law to ensure that such windfall profits accrue in the main to the local authority and the community affected by such a decision. [23663/03]

I propose to take Questions Nos. 35 and 173 together.

The All-Party Oireachtas Committee on the Constitution, which has been asked by the Taoiseach to assess the possibility of placing a cap on the value of development land, is expected to report early next year. A major study on housing and land policy being undertaken by the National Economic and Social Council should be finalised by the end of this year. I intend to consider these reports and other relevant analysis and research before finalising the Government's policy response to these issues.
