Question:

702 Mr. Cuffe asked the Minister for the Environment Heritage and Local Government if, in regard to the study on building and housing land being undertaken by a company (details supplied), the terms of reference include the examination of options held by individuals or companies to purchase land. [25442/03]

Goodbody Economic Consultants were commissioned to examine the position regarding availability and control of building land in certain development areas, particularly Dublin, to determine whether current practices are retarding the overall delivery of building land or impeding long-term stability in the housing market, and to explore the feasibility of a possible intervention. While the terms of reference do not explicitly refer to the holding of options on development land, the study is required to consider all relevant factors potentially impeding the supply of such land.
