Vol. 573 No. 5

Written Answers. - Services for People with Disabilities.

Aengus Ó Snodaigh

Question:

149 Aengus Ó Snodaigh asked the Minister for Health and Children the steps his Department is taking to provide appropriate accommodation for the 515 intellectually disabled people who continue to be wrongly accommodated in psychiatric hospitals according to the most recent figures from the national intellectual disability database for 2002; the timescale the Government has for rectifying this situation in keeping with the concerns repeatedly raised by the UN Committee on Economic, Social and Cultural Rights; and if budget 2004 will make provisions for this. [26038/03]

As the Deputy is aware, 515 was the figure published in the national intellectual disability database for 2002. The number of persons with an intellectual disability accommodated in psychiatric hospitals in May 2003 was 438. Between 1999 and 2002 additional revenue funding of €10.476 million and €27.4 million capital funding was allocated to the programme to provide more appropriate care settings for persons with an intellectual disability and those with autism accommodated in psychiatric hospitals, those accommodated in de-designated units, which were formally designated as part of the psychiatric services, and others who moved some years ago from psychiatric hospitals to alternative accommodation which is now unsuitable for their needs.

Of the €15 million capital funding recently allocated to the services for people with an intellectual disability or autism, €985,000 was specifically allocated to a number of the psychiatric hospitals in which people with an intellectual disability or autism are accommodated. This funding will allow the Eastern Regional Health Authority and the health boards to address such areas as the backlog of maintenance, refurbishment, re-equipping, replacement of vehicles used within the services or works related to fire precautions and health and safety issues.

There is specific mention of the programme to transfer persons with an intellectual disability or autism from psychiatric hospitals and other inappropriate placements, in the health strategy, with a stated objective to complete the programme as soon as possible and no later than 2006. My Department continues to work with the relevant health boards and the Eastern Regional Health Authority to put in place a range of alternative accommodation, including purpose built facilities, community-based housing and the refurbishment of some existing accommodation.
The Deputy will appreciate that I cannot, at this stage, give specific commitments on levels of expenditure in 2004 for any particular service as these matters will be decided as part of the discussions on the Estimates and budget for that year between my Department and the Department of Finance.
