197.Mr. McGuinness asked the Tánaiste and Minister for Enterprise, Trade and Employment the number of ICT projects or initiatives being undertaken by her Department; the cost of each project; if they are being or have been delivered within budget and on time; and if she will make a statement on the matter. Management Information Framework (MIF) system implementation

Project is still ongoing.Estimated cost at 7/11/03 is €1.89 million

12 months.The project is scheduled to be completed by January 2004.

Delays and additional costs are due to a number of factors, including:(1) Additional customisation to comply with Government Accounting procedures and to facilitate improvements in efficiency and budget management.(2) Difficulties (bugs) with the invoice-processing module of the system (3) Hardware problems that increased maintenance costs.(4) The purchase of an additional 50 software licences.(5) Provision of additional training to staff.

E-Payment of Trade Mark & Patents Renewal Fees for the Patent Office

Project delayed as it was decided as a matter of administrative and financial expediency that the facility for e-Payments should be extended across the entire Department, and not be restricted to the Patents Office. This additional work, together with extended discussions with the Department of Finance regarding sanction for the use of Credit and Debit Cards and agreement on how the system will be financed going forward has resulted in the go-live date being pushed back until Q1 2004.
