Question:

264 Mr. Eamon Ryan asked the Minister for Transport the estimated number of commuters carried into Dublin each day by both Bus Éireann and private coach and bus operators; if there is a plan in place to improve access for such buses on national roads approaching the capital; the agency which will be responsible for the design of such bus facilities; and if the necessary legislation is in place for the creation of bus lanes using sections of the hard shoulder on the national primary routes. Bus Éireann estimates that it carries more than 6,000 commuters on its buses into Dublin every morning. My Department does not have data in relation to the number of commuters carried by private operators.

As regards improving access for buses on national roads approaching Dublin, I point out to the Deputy that my officials are engaged in discussions with Bus Éireann, the Dublin Transportation Office, the quality bus network office of Dublin City Council and the National Roads Authority regarding the use of the hard shoulder on roads, including those linking Dublin and satellite towns. A pilot project is being identified for development.

The objective of allowing buses to use hard shoulders is to assist bus operators in meeting their schedules, thereby assisting in the achievement of modal shift from the private car to public transport while at the same time maintaining safety. Some amendments to road traffic legislation may be required and proposals in that regard are also being examined.
