296 Mr. Haughey asked the Minister for Justice, Equality and Law Reform his plans to make Garda operations more open, transparent and accountable; if he will consider recommending an amendment to the freedom of information laws in this context; and if he will make a statement on the matter. In July I launched the general scheme of the Garda Síochána Bill. It will result in legislative changes affecting our national police force in several important and far reaching respects. The Bill will be the first major legislative reform of the Garda Síochána since the foundation of the State. It will form the basis for new relationships between the force on the one hand and the Government and the people on the other and will see us well into the 21st century.

The draft scheme of the Bill includes detailed proposals in a number of areas, including accountability of the Garda Síochána. The consultation and drafting phases for the Bill are at an advanced stage. I hope to be in a position to publish it by the end of the year.
I do not consider it necessary to seek an amendment to the Freedom of Information Act in this context. I refer the Deputy to my answer to Question No. 80 today on the possible extension of the Act to the Garda Síochána.
