I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the need in the light of Russia's likely decision not to sign the Kyoto Protocol, the world treaty on global warming, for the Government discuss what steps it intends to take to combat the drastic effects of climate change.
Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31 and therefore cannot grant leave to move the motion.
