Question:

58 Mr. Ring asked the Minister for Agriculture and Food if a dairy farmer who purchased milk quota in 2003 will qualify for decoupling on that quota. [31913/03]

The dairy premium, which will be payable from 2004, will be decoupled with effect from 2005. Payments of the premium from then on will be incorporated into the single farm payment, and will be based on the milk quota available on a producer's holding on 31 March 2005. Therefore, a milk producer who purchased quota in 2003 will qualify for the decoupled dairy premium in respect of that quota provided it is still available on his or her holding on 31 March 2005.
