On a point of order, I have just received a note that this debate will end tomorrow at 2 p.m. This will not allow people like myself an opportunity to speak for longer than ten minutes.

The Chair is obliged to follow the order of the House as it is laid down. The House is adjourning tomorrow at 2 p.m.; the debate is not concluding tomorrow at 2 p.m.

If I am only allowed to speak for ten minutes——

Sorry, Deputy, the debate is not concluding tomorrow, rather it is adjourning tomorrow. We will now move to Second Stage of the Health Bill 2006. I call the Minister for Health and Children, Deputy Harney, to move the Second Reading.

On a point of order, I wish to inform the House that the Labour Party did not agree to these sanitised proceedings.

That does not arise. The House made an order——

I wish to make that clear for the record.

——and the Chair is obliged to implement the order of the House. The Deputy is obliged to accept the order of the House. I call on the Minister to move the motion.

On a point of order, I ask the Government to avail of the opportunity to explain to the House why everybody——

That is not a point of order. I ask Deputy Stagg to resume his seat. I have called on the Minister to move the Second Stage Reading.

Why were Members of this House excluded from the launch of the national development plan?
