What option did Deputy Ferris have when we could not get answers?

There are many people up my way who want answers.

I will move on to Deputy Reilly.

That is what he wanted.

I am given to understand that HIQA is commencing nursing home inspections in the next month. When will the Minister publish the inspection guidelines, as they have not yet been put before the House?

When will the nursing home Bill that we were promised two and a half weeks would be with us in two weeks be published, especially in light of the fact that we have had a 50% increase in delayed discharges between 2007 and 2009?

There is no need to elaborate.

It is nice to have a bit of background.

I understand Report Stage of the Nursing Homes Support Scheme Bill will be taken next week.

When will the guidelines be published?

The guidelines will be published and the statutory instrument will be made in the next ten days. I beg Deputy Burton's pardon, it could not be helped.

In the context of the likely delay in implementing the legislation on NAMA, has the Government given any consideration to emergency legislation, especially in respect of performing property assets to prevent them being transferred overseas and into other jurisdictions? It is well known that at the moment most of the hundred or so developers are actively involved in transferring——

I cannot allow that question now.

——what assets they can, especially performing assets, that the Taoiseach informed the leader of the Labour Party would be transferred to NAMA.

We cannot have speeches on that now. Deputy Burton has asked her question. I will ask the Taoiseach to answer it.

Those assets are being transferred overseas. We would co-operate with emergency legislation to secure those assets.

The Taoiseach has already answered a question about the legislation promised in this area.

Is emergency legislation promised in this area?

Otherwise, every man, woman and child in this country is facing massive liabilities for NAMA.

Please, Deputy Burton, we cannot have a speech on it now.

Can we at least offer co-operation on safeguarding the performing assets?

I have outlined the position as things stand on the legislation we are bringing forward on NAMA.

What about the assets that are currently going overseas?
