Disadvantaged Areas Scheme Payments

Éamon Ó Cuív

Question:

63. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when payment under the disadvantaged area based payment for 2014 will issue in respect of a person (details supplied) in County Galway; the reason for the delay in issuing this payment; and if he will make a statement on the matter. [43338/14]

An application under the 2014 Disadvantaged Areas Scheme was received from the person named on 12 May 2014. Payment has not yet issued to the person named as, at this stage, the holding concerned has not yet satisfied the Scheme’s minimum stocking density requirements. Immediately the holding concerned is confirmed as having met these requirements, the case will be further processed with a view to payment issuing to the person named at the earliest possible date thereafter, provided all other Scheme requirements have been satisfied.

Disadvantaged Areas Scheme Payments

Michael Ring

Question:

64. Deputy Michael Ring asked the Minister for Agriculture, Food and the Marine the reason a disadvantaged area scheme payment was reduced in respect of a person (details supplied) in County Mayo; the way an overpayment arose in relation to their 2013 single payment scheme; and if he will make a statement on the matter. [43339/14]

A review of the land parcels declared by the person named under the 2013 Single Payment-Disadvantaged Areas Scheme revealed that a number of the land parcels declared by the person named contained ineligible features. This resulted in reduction of 0.43 hectares being applied to the area based payments, including the 2013 Disadvantaged Areas Scheme, where an overpayment of €144.82 was notified to the person named. The reduction of 0.43 hectare was for ineligible features including a building, scrub and an area along the shoreline, which were included in the applicant’s claimed area. An over-payment of €200.67 has also be en established under the 2013 Single Payment Scheme application submitted by the person named. The person named was notified of this overpayment by letter of 16 September, 2014 which also advised that if payments are not recouped directly they will be debited from any future payments which may fall due from my Department. This is the normal recoupment policy for debts due to my Department. It remains open for the person named to appeal these decisions to the independently-chaired LPIS Appeals Committee, should he so wish.
