The minutes of the meeting of 3 February 2005 have been circulated. Are they agreed? Agreed.
The committee always had a ruling that spokespersons would get three minutes to make their contribution and other members would get two minutes. As Chairman, I have been very lenient in that regard in the past but after the last day I will have to revert to the ruling. I will be very strict in future. I do not want Second Stage speeches being made here. This is a forum for questions to the Minister or officials. I do not want to see a continuation of what we witnessed here the last day.
