Business of Joint Committee.

The draft minutes of the last two meetings have been circulated to members. Are the minutes of 13 May and 15 May agreed? Agreed. Correspondence received since the last meeting has been circulated. No. 134, a list of proposed measures considered and decisions adopted by the Oireachtas Joint Committee on European Scrutiny at its meeting on 30 May, has been forwarded to the committee for its information. Is it agreed to note that? Agreed.

No. 135 is an e-mail from Mr. Tom Wren to the Chairman regarding the Lisbon reform treaty following the committee's meeting in Cork. Is it agreed to note it? Agreed. No. 136 is a letter from Monsignor Paul Callan on behalf of Archbishop Diarmuid Martin in response to the committee's invitation to Archbishop Martin to attend a meeting to discuss the Lisbon reform treaty, including the matter of campaign literature in churches. The letter states that it would be inappropriate for him to discuss the contents of the treaty with the committee at this time. Monsignor Callan also states that Archbishop Martin is aware of the concerns raised by members of the committee in regard to certain campaign literature and that he encourages vigilance by parishes in endeavouring to ensure churches are not used for the dissemination of campaign literature from any source. It is proposed to note that.

No. 137 is a letter and contents from Mr. Peter Feeney, secretary to the RTE referendum steering group. It is a reply to the committee on RTE's coverage of the committee's efforts to raise awareness of the Lisbon treaty. Mr. Feeney sets out RTE's obligations in regard to its coverage. Is it agreed to note that? Agreed.

No. 138 is a letter from the interparliamentary section forwarding an invitation to the joint parliamentary meeting on the western Balkans which will take place in Brussels on 26 and 27 May. At its last meeting, the committee agreed that three members would attend the joint parliamentary meeting. Is it agreed to note that? Agreed.

No. 139 is a letter from Ms Mary Lawless of the Department of Finance regarding adoption of the Council decision on the system of the European Communities' own resources. The Department wishes to inform the committee that the Government notified the Council of European Communities on 7 April 2008 of the completion of the procedures in Ireland for the adoption of the Council decision on the system of the European Communities' own resources. The decision gives formal effect the changes agreed at the European Council in December 2005 as previously notified to the committee in the information note for COM (2006) 99 final, which was also enclosed. Is it agreed to note that? Agreed.

No. 140 is an e-mail from Ms Aoife Black of Trócaire forwarding a copy of a Trócaire briefing paper on development. Trócaire wishes to highlight a number of issues in the context of the development items on the agenda of the forthcoming GAERC meeting, which will also be attended by development Ministers. We already discussed issues in that area. Is it agreed to note that? Agreed.

The next issue is a draft travel report on a conference organised by the WEU and the French National Assembly — Strategic Choices for European Security and Defence — on 5 May 2008 in Paris. A draft report on attendance by a member of the committee at the conference has been circulated. Is the report approved? Approved.

The next item is the draft report on attendance at the COSAC plenary meeting under the Slovenian EU Presidency held on 7 and 8 May in Bled, Slovenia. The draft report has been circulated. Is it approved? Approved. We were lax with regard to our attendance at the meeting. We should try to attend such meetings.

In the next three or four minutes we should decide on the timing of our report. We will go into private session to discuss the matter.

The joint committee went into private session at 3.55 p.m and adjourned at 4.10 p.m until2 p.m. on Tuesday, 27 May 2008.
