Business of Joint Committee.

Item No. 3 is the minutes of the meeting of 7 October. Are the minutes agreed? Agreed. Are the minutes of the meeting of 27 October agreed? Agreed. Correspondence from the last meeting has been circulated. Item No. 238 is correspondence from the European Forum on the Future of Local and Regional Authorities and Local Administration of 20 and 21 November 2008. The subject is the state of play in local authorities in the 27 member states in the European Union in terms of territorial administration. Is it agreed to note this? Agreed.

Item No. 239 refers to the Fondation Robert Schuman. The Robert Schuman document, which has been circulated, is for noting but I would bring members' attention to it. It is an important document in the sense that its 16 pages covers many issues we have just discussed and which have been the subject of the Lisbon treaty discussions. It covers all the issues we have discussed at various meetings here. The Robert Schuman Foundation was founded in 1999 and has been used as a mechanism for assessing European progress, or the lack thereof as the case may be. It is an interesting synopsis. The French have been very active during their Presidency and one should compliment them. It is important that they were at that important time. That is proposed for noting.

The joint committee went into private session at 4 p.m. and adjourned at 4.10 p.m. until 2 p.m. on Tuesday, 11 November 2008.
