JOINT COMMITTEE ON FINANCE AND THE PUBLIC SERVICE debate -
Wednesday, 30 Jul 2008

Business of Joint Committee.

Apologies have been received from Deputies Seán Barrett, Joan Burton, Richard Bruton, Brendan Kenneally and Senator Marc MacSharry.

The first item on the agenda is the minutes of the meeting of 15 July. The draft minutes of that meeting have been circulated. Are they agreed? Agreed.

The second item is correspondence. No. 136 is the July-September issue of the Industry and Parliament Trust's quarterly magazine, The Bridge, which is available on request. I propose to note it.

No.137 concerns travel, an invitation to the Chairman to attend a meeting in Paris on 14 and 15 September to exchange views on fiscal competition and ecological physicality. Is it agreed that this meeting is directly and explicitly linked to the area of work in which the joint committee has decided it should become involved, pursuant to its orders of reference and in the context of its first programme? Agreed. An estimate of the cost is in the notes. If any member is interested in attending the meeting, he or she should contact the convenors before 8 August. On our side of the fence, as members are aware, there is a function from 14-16 September; therefore, if any of Deputy O'Donnell's friends are interested, he can investigate the matter further.

The next item is the Eurofi conference on 11 and 12 September in Nice which I was due to attend. I am now unable to do so but I propose that we nominate the committee's Vice Chairman, Deputy Michael McGrath, to take my place. Is that agreed? Agreed.

No.138 is an acknowledgement from the Office of the Information Commissioner which I propose that we note. Is that agreed? Agreed.

No.139 is the annual report of the Central Bank 2007. I propose that we note the report. Is that agreed? Agreed.

Explanatory memorandums of Statutory Instruments 265 and 266 of 2008 have been circulated. As indicated, if any member wishes to receive a copy of the listed statutory instruments, he or she should contact the secretariat. I propose that we note these items. Is that agreed? Agreed.

Concerning EU scrutiny, we have for information decisions taken by the JCS on 15 July. I propose that we note this. Is that agreed? Agreed.

We will move to item No. 3, the discussion with Ms Rosie Bissett, director of the Dyslexia Association of Ireland.

Before we move to that discussion, does the committee receive any assistance with regard to consultancy on EU scrutiny? I ask this question because of the Chairman's previous portfolio and my previous position as Chairman of the Joint Committee on Enterprise, Trade and Small Business. Such material used to come in by the half-stone. Perhaps a special committee has now been established.

There is a special committee that deals with that subject matter; therefore, we do not get such material.

The committee therefore does not get as much as it used to. I understand.
