Scrutiny of EU Legislative Proposals

Two proposals have been recommended for further scrutiny, namely, COM (2011) 683, a proposal for a directive of the European Parliament and the European Council amending Directive 2004/109/EC on the harmonisation of transparency requirements in regard to information about issuers whose securities are admitted to trading on a regulated market and Commission Directive 2007/14/EC. The lead Department is the Department of Finance and the other Department is the Department of Jobs, Enterprise and Innovation.

It is proposed that this proposal warrants further scrutiny. It is also proposed to write to the Department of Jobs, Enterprise and Innovation to ask about the formal views and concerns of the Department on the proposal and the implications envisaged for Ireland and to be kept informed of the developments as they arise. Is that agreed? Agreed.

The second proposal for further scrutiny is COM (2011) 684, a proposal for a directive of the European Parliament and Council on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings. The lead Department is the Department of Jobs, Enterprise and Innovation and the Department of Finance is also involved. It is proposed that the proposal warrants further scrutiny and that the joint committee write to the Department of Jobs, Enterprise and Innovation to seek its formal views on the implications envisaged for Ireland and to ask that it be kept informed of developments as they arise. It is also proposed to ask the Department for feedback from the conference on social economy and social business hosted by the European Commission on 18 November 2011 in Brussels. Is that agreed? Agreed.

Two further proposals are not recommended for further scrutiny. COM (2011) 704 is a proposal for a regulation of the European Parliament and Council amending Regulation 428/2009 setting up a Community regime for the control of export, transfer, brokering and transit of dual use items. The lead Department is the Department of Jobs, Enterprise and Innovation. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed. COM (2011) 707 is a proposal for a regulation of the European Parliament and Council on the Consumer Programme 2014-2020. The lead Department is the Department of Jobs, Enterprise and Innovation and other Departments involved include: the Departments of Communications, Energy and Natural Resources; Environment, Community and Local Government; Health; Justice and Equality; and Transport, Tourism and Sport. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.
