Scrutiny of EU Legislative Proposals

The purpose of our meeting is to consider new EU legislative proposals in regard to a variety of matters which have been referred to the joint committee for consideration. We have had a discussion on the various intricacies of these proposals in private session and I will now proceed to deal with them individually. I wish to point out that a number of the proposals would involve the exercise of Ireland's opt-in procedure set out in the Constitution and Protocol 21 to the Lisbon treaty. Those proposals are likely to be formally referred to the committee by both Houses in the next month for our detailed consideration with the Minister in line with the established precedents.

COM (2011) 559 is the amended proposal for a regulation of the European Parliament and of the Council on the establishment of an evaluation and monitoring mechanism to verify the application of the Schengen acquis. It is proposed that this does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 635 is the proposal for a regulation of the European Parliament and of the Council on a common European sales law. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 750 and COM (2011) 753 will be dealt with together. COM (2011) 750 is the proposal for a regulation of the European Parliament and of the Council establishing, as part of the internal security fund, the instrument for financial support for external borders and visa. COM (2011) 753 is the proposal for a regulation of the European Parliament and of the Council establishing, as part of the internal security fund, the instrument for financial support for police co-operation, preventing and combating crime, and crisis management. It is proposed that the proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 751 is the proposal for a regulation of the European Parliament and of the Council establishing the asylum and migration fund. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 752 is the proposal for a regulation of the European Parliament and of the Council laying down general provisions on the asylum and migration fund and on the instrument for financial support for police co-operation, preventing and combating crime, and crisis management. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 758 is the proposal for a regulation of the European Parliament and of the Council establishing for the period 2014-20, the rights and citizenship programme. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2011) 759 is the proposal for a regulation of the European Parliament and of the Council establishing for the period 2014-20, the justice programme. It is proposed that the proposal does not warrant further scrutiny. Is that agreed? Agreed.

I will deal with a number of proposals together. COM (2011) 904 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of Gabon to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 908 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of Andorra to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 909 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of the Seychelles to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 911 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of the Russian Federation to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 912 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of Albania to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 915 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of Singapore to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 916 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of Morocco to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. COM (2011) 917 is the proposal for a Council decision on the declaration of acceptance by the member states, in the interest of the European Union, of the accession of Armenia to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. It is proposed that the proposals do not warrant further scrutiny. Is that agreed? Agreed.
