Business of Joint Committee.

I apologise for the delay in starting, but I was delayed in the Dáil. I ask members to ensure their mobile phones are turned off completely. Apologies have been received from Deputy Seán Fleming, who is unable to attend. The proceedings of the meeting of 2 December have been circulated. Are they agreed? Agreed. Are there any matters arising? No.

I will now deal with correspondence. No. 291 concerns four newsletters on environment issues. We note the correspondence. No. 292 concerns security of proposals for legislation at EU level. We note the correspondence. The decision list from the meeting of 3 December of the committee has one proposal about a joint committee on European security. No. 293 is local election area orders for Sligo, Carlow, Roscommon, Kerry, Donegal, Louth and Dún Laoghaire. We note the correspondence. No. 294 is the report by the Sub-Committee on Ireland's Future in the European Union. We note the correspondence. No. 295 is a European water newsletter. We note the correspondence. No. 296 is the Public Affairs Ireland Journal, December 2008. We note the correspondence. No. 297 is the European urban knowledge network newsletter. We note the correspondence. No. 297 concerns a press cutting service for Members, a library and research service, a new press cutting service and dedicated web page for this committee’s work. We note the correspondence. I ask members to revert to the clerk with any observations on those services.

No. 299 concerns costs of legal proceedings in a particular planning case regarding a dump in Kildare in reply to our query of 18 November with regard to legal costs in the case. Correspondence No. 296 refers. We note the correspondence. No. 300 concerns Ireland's UNESCO world heritage programme, posted on 15 December, Department of the Environment, Heritage and Local Government, invitation to nominate a site for inclusion on the ministerial list for world heritage sites. We note the correspondence. Members should revert to the committee if interested in nominating a site.

Has the Hill of Tara been nominated as a world heritage site?

I do not know. The Minister is drawing up a list and if we want to add to it we can.

I suggest that if the Hill of Tara is not on it, it should be added to it.

No. 301 concerns fuel poverty and health. We note the correspondence. No. 302 is In Business magazine November 2008. We note the correspondence. The following circular has been circulated to members, Circular F27/08, regarding the memorandum for guidance of local returning officers at next year’s local elections.

The next item concerns a number of invitations to attend conferences, details of which have been emailed, with the agenda, by the clerk. One is a seminar for councillors on local government planning service, to be held first in Westport from 9 to 11 January and repeated later in the month in Waterford from 23 to 25 January. There is also a European water partnership conference in Vienna, Austria, on 26 January 2009 in preparation for the fifth world water forum being launched next March. There is also an invitation to an international trade show on the global environment industry to be held in Montreal from 17 to 19 March 2009.

Have we a budget on that?

I do not know what the budget is, but we will come to it later. Before we select delegates to attend, the brochure for the seminar in Westport and Waterford states that the purpose of the seminars is to help councillors to fulfil their role in responding in a democratic way to the sustainable needs of their communities by working in partnership with the increasing array of experts and other stakeholders involved in the ever-increasing complex planning services. As such, I am advised they are not considered appropriate to this committee.

Can I now have expressions of interest in attending Westport, Vienna or Montreal? I will deal with Westport and Montreal first. Is anybody interested in going to Westport? Senators Glynn and Coffey are interested in going to Westport from 9 to 11 January. I might go to that myself too.

I have indicated I would like to go too.

Is it agreed that Deputies McCormack and O'Sullivan and Senators Glynn and Coffey go to Westport ? Agreed.

Is it agreed we do not attend Vienna? Agreed. With regard to the Montreal conference in March, members should note that it falls from 17 to 19 March, St. Patrick's week. Would that suit Deputy Bannon?

I would say it would.

Is anybody else interested? Is it agreed that Deputy Bannon go to that conference? Agreed.

In order to preserve our reduced travel budget for 2009 it is agreed that we avail of the cheapest air flights possible to allow for late changes or cancellation of the Montreal trip. Is that agreed? Agreed. There will be no first class.

Before we move to other matters, there is a note from the Chairman, Deputy Fleming, about the holding of a Christmas lunch before returning after the recess. He has given the option of Tuesdays 13, 20 or 27 January.

The Dáil is back on January 27. We could have it then.

Perhaps we should have it on either 13 or 20 January as on 27 January it would clash with the Order of Business.

Will we have a meeting that day?

There are meetings planned for those three days. There is a meeting planned for 20 January, so we will do it that day.
