Business of Joint Committee.

Apologies have been received from the Chairman, Deputy Fleming. All members should turn off their mobile telephones completely. Minutes of the meeting of 27 January were circulated. Are they agreed? Agreed.

I will go through the correspondence. No. 2009/324 relates to planning matters. It is a research paper on how regional and national planning management relate under the terms of planning legislation. We note the paper and will include it in our discussions on the Mayo directive report. No. 2009/325 is an urban policy research paper on social inclusion and integration. We note the correspondence. No. 2009/326 is a ministerial press release on the Minister's address to the composting industry. We note the correspondence. No. 2009/327 relates to Housing (Standards for Rented Houses) Regulations 2008, SI 534/2008, which comes into effect on 1 February 2009. The clerk has circulated a ministerial press release on that. We note the correspondence.

No. 2009/328 relates to the role of farmers in preserving the natural landscape of the Burren and involves a ministerial press release. We note the correspondence. No. 2009/329 is an undertaking to complete one major piece of research for the committee this year. We note the correspondence. We might discuss that further with our work programme. No. 2009/320 is a ministerial press release on the acceleration at European level of the phasing out of incandescent light bulbs. We note the correspondence. No. 2009/331 is a list of decisions taken at a meeting of the Joint Committee on European Scrutiny on 27 January 2009. It is sent to us for information only. We note the correspondence. No. 2009/332 is a letter on costs by way of follow up to queries raised at the recent meeting with Dublin City Council on the Ringsend waste water treatment plant. We note the correspondence. No. 2009/333 is a circular referred to in a presentation to the committee last week regarding licences, permits and illegal dumping. We note the correspondence.

We now come to the annual report 2007 to 2008 and the work programme for 2009. Members have been circulated with the draft annual report for 2007 to 2008. The draft report fulfils the requirements under the committee's Standing Orders, namely, to make an annual report, to review its procedures and role, to prepare a work programme, and to consider laying its minutes.

The 2009 work programme in the report has been highlighted at our last three meetings, and I invite formal submissions on the work programme. In making submissions, I remind members of the offer from the Oireachtas Library and Research Service to undertake one major piece of research per committee of the Houses. We await submissions. Does anybody wish to submit anything or do members wish to think about it?

We have had this issue on the agenda for a number of meetings and a decision has been deferred. Is there any possibility that we could adopt the report today? I have studied it and it is a good document. I recommend that we adopt the report today.

There seems nothing wrong with that suggestion. Is it seconded? Yes. Then it is agreed. Deputy Fleming has asked me to add the following to the list of bodies to which we have oversight at section 5(d) on our work programme: the local government auditor, regional authorities and regional assemblies. Is it agreed to include that in our work programme? Agreed. As there are no further submissions, is the amended draft programme agreed? Agreed.

If the annual report is agreed, I as Vice Chairman, will sign it and six copies will be laid before the Houses of the Oireachtas. In addition, a final bound copy will be circulated to each member and will also be forwarded to the CPP and the clerks of both Houses. Are there any questions? No. Is the report, including the work programme, agreed? Agreed.

Members will recall our undertaking to compile short reports on the Mayo county development plan, and the regulation of the Irish waste water industry. The clerk has circulated rough drafts of what may be included in those reports, but we need to discuss the specifics of what is to be published. May I have members thoughts please, or have they anything to add to the drafts that have been circulated?

Again, I do not have the document with me today but I read it when we received it in the post. Unless the Vice Chairman takes the opposite view I think we should pass it because the alternative is to keep deferring it. I propose we adopt the report as presented.

It is great that Deputy Fitzpatrick is doing the committee's work.

The Deputy is a good man. Are there other contributions on the matter? Is the proposal agreed? Agreed. The clerk will now proceed with the drafts in consultation with the Chairman. I thank members for their contributions which will be included in both reports.

Is there any other business?

As the Vice Chairman is aware, we had a hearing into how dioxins got into the food chain. We had witnesses before the committee from the incineration industry and people with other ideas on how waste could be recycled. A proposal was made to hold a joint meeting of the Joint Committee on Agriculture, Fisheries and Food and the Joint Committee on the Environment, Heritage and Local Government which would be attended by renderers and others involved in the waste industry. Given the reports and suggestions made to the committee it might be a good idea to hold a joint meeting. Some of the issues relate to agriculture and some to the environment.

Some of the issues relate to agriculture.

We are meeting at the end of February to discuss waste management.

If all these groups are to be invited to appear before the committee, we could raise the matter at that meeting.

Yes. The Deputy can liaise with the Chairman with a view to raising that matter. The EPA is appearing before the committee on that day. Any other business? No.
