Scrutiny of EU Legislative Proposals

There are three EU legislative proposals for discussion, all of which are related to transport. COM (2011) 328 and COM (2011) 329 are connected proposals and concern the signature and provisional application and conclusion of agreements allowing for the accession of Iceland and Norway to the air transport agreement between the European Union and the United States, the so-called open skies agreement. There are two agreements - an accession agreement providing for Iceland and Norway to accede to the open skies agreement and an ancillary agreement covering internal technical and procedural arrangements between the European Union and Iceland and Norway. The proposals do not open up new areas of the air transport agreement with the United States which will be amended only in so far as necessary to include Iceland and Norway. The ancillary agreement is required to deal with internal arrangements between the European Union and Iceland and Norway since these countries, although they have adopted EU aviation legislation, are not members of the Union. On the decision to formally conclude the agreement to extend the open skies agreement to Iceland and Norway, as well as the ancillary agreement, it is proposed that the proposals do not warrant further scrutiny. Is that agreed? Agreed. Given that the decision to authorise the provisional application of the agreements has been made at Council level, it is proposed to note the proposals as adopted measures. Is that agreed? Agreed.

COM (2011) 378 is a proposal concerning the EEA agreement and Regulation (EC) 1008/2008 on common rules for the operation of air services in the Community. The agreement is between EU member states and the EEA-EFTA countries - Iceland, Liechtenstein and Norway - on the free movement of goods, services, persons and capital throughout the 30 EEA states. The proposal was adopted by the Council just four weeks after its publication. Is it agreed to note it as an adopted measure? Agreed.
