Scrutiny of EU Legislative Proposals

COM (299) 2011 is a proposal for a Council directive amending Council Directive 199-31-EC regarding specific criteria for the storage of metallic mercury considered as waste. It is proposed that this proposal does not warrant any further scrutiny. Is that agreed? Agreed.

COM (316) 2011 is a proposal for a Council decision on a standard position to be adopted on behalf of the European Union regarding proposals for the amendment of the appendices of the convention on the conservation of migratory species of wild animals, reviewed at the tenth meeting of the conference of the parties. It is proposed that this proposal does not warrant any further scrutiny. Is that agreed? Agreed.

COM (785) 2011 is a proposal for a regulation of the European Parliament and Council on establishing the creative European programme. Given that the proposal provides a new financial facility to improve access to finance for small and medium enterprises, and following our own discussions, it is proposed that while this proposal does not warrant any further scrutiny, this committee should issue a press release welcoming the intent of COM (785) 2011, particularly the efforts to simply measures on the amalgamation of culture and media programmes. Our press release will state the committee's hopes that the creative culture organisations affected by this will be included. I will talk to the press officer after the meeting.

If we have an e-mail contact for the clearing house in Ireland, we should include that in the press release. It would give easier access to smaller groups.

Agreed. COM (876) 2011 is a proposal for a directive of the European Parliament and the Council amending Directive 2000-60-EC and Directive 2008-105-EC, regarding priority substances in the field of water policy. It is proposed that this proposal does not warrant further scrutiny. It is also proposed that a letter be sent to the Secretary General of the Department of the Environment, Community and Local Government. That letter will support Ireland's fundamental commitment to the implementation of the water framework directive and the preservation of water quality, supporting the Department's intention to notify formally the relevant Departments about the proposal, namely, the Department of Agriculture, Food and the Marine, the Department of Communications, Energy and Natural Resources, the Department of Health and the Department of Jobs, Enterprise and Innovation. This will ensure that the Departments work together in an integrated way and will be kept informed of all developments regarding this proposal. Is that agreed? Agreed.
