Business of Joint Committee.

: Before we commence, I wish to bring to the notice of Chief Superintendent McCarthy and Inspector Brogan that it is appropriate to wear their jackets when appearing before a committee of the Oireachtas. That is the protocol of the House, which is exercised by the Superintendent of the Houses and the Ceann Comhairle. Is it possible for the Garda representatives to obtain their jackets?

I apologise to the committee - we were not aware of this requirement.

That is the position. The Garda representatives should have been advised of that by whoever is responsible in that regard in the Garda Síochána. It is considered a major slight, in the context of the dress code of the House, to appear without wearing one's jacket. In view of the urgency of the business to be discussed within the time available, we will forego the requirement on this occasion. However, I ask the Garda representatives to inform their colleagues of the dress code requirements of the House for future reference.

I will do so. I apologise for our oversight - it was not in any way an intentional slight.

I appreciate that.

I do not regard it as a slight in any sense - the Garda personnel are simply appearing in summer uniform. We should not make an issue of a relatively minor matter. After all, ties are not worn by Deputy Gregory and others.

The point is that the rest of us have to abide by the protocol and do so. Members of the Houses always wear jackets in the Chambers - that is the normal practice.

Mr. Michael O'Leary of Ryanair was not challenged in that regard.
