Scrutiny of EU Legislative Proposals

We will deal, first, with proposals listed in Schedule B. It is proposed that the proposals listed in that schedule do not warrant scrutiny. Is that agreed? Agreed.

We will now take Schedule A items. COM (2013) 329 is an amended proposal for a regulation of the European Parliament and the Council on guidelines for trans-European telecommunications networks and repealing Decision No. 1336/97/E. Ireland supports this proposal. However, notwithstanding its support for it, it is proposed that this proposal warrants further scrutiny because the budget now proposed under the financial programme is significantly lower than that initially proposed. It is proposed to write to the Department of Communications, Energy and Natural Resources requesting further information on the implications for Ireland, in particular for any project that will not now proceed owing to the budget allocation. Is that agreed? Agreed.

COM (2013) 409 is a proposal for a regulation of the European Parliament and the Council amending Regulation (EC) No. 216/2008 in the field of aerodromes, air traffic management and air navigation services. COM (2013) 410 is a proposal for a regulation of the European Parliament and the Council on the implementation of the single European sky package. These two proposals form part of the single European sky package which aims to improve the overall efficiency of the way in which European airspace is organised and managed through a reform of the industry providing air navigation services. Notwithstanding the fact that Ireland supports the single European sky initiative, it is proposed that these proposals warrant further scrutiny. It is proposed to request officials from the Department of Transport, Tourism and Sport to attend a meeting with the committee to give a full explanation of the proposals and the consultation process involved in order to assist the committee in its scrutiny, at which point the committee can decide whether it wishes to take further action. Is that agreed? Agreed.
