Could somebody inform the House whether this Bill, which is a Bill referring to another Bill, is not a Bill to exempt from rates new buildings to some degree? I think Senator Comyn would be interested to know what is the effect of this Bill.

I think that was the explanation that was given. I was desirous that Senator Comyn should be disabused of a certain misapprehension he was under.
