Forced or Compulsory Labour.

I move on behalf of Deputy Milroy:—

"That the Seanad approves of the Draft Convention concerning forced or compulsory labour adopted by the International Labour Conference at its Fourteenth Session, a copy of which was laid on the Table of the Seanad on the 10th December, 1930, and recommends the Executive Council to take the necessary steps for its ratification."

This Convention is not of practical importance in the Saorstát, as we have neither forced nor compulsory labour. But appeals have been made at Geneva that all countries shall ratify Geneva Conventions whether directly affecting them or not, so that the social conditions of the world may, in general, be raised. This is why the Seanad is asked to ratify the Draft Convention.

May I ask the Senator if it applies to Russia? I understand they are sending over stuff here with forced labour.

Russia is not a member of the League of Nations.

Surely the Soviet Republic is a member of the League of Nations.

No. It is in the same position as the United States of America.
