Therapeutic Substances Bill, 1932.

The Seanad went into Committee.
Sections 1 to 11 inclusive were agreed to.
Question proposed: "That Section 12 stand part of the Bill."

Senator Sir Edward Bigger has an amendment in the shape of a new section which he desires to insert before Section 12. We know that the Parliamentary Secretary to the Minister for Local Government and Public Health has an alternative amendment to this but his amendment cannot be moved in Committee Stage to-day. I suggest, therefore, the amendment standing in the name of Senator Sir Edward Bigger should remain over till the Report Stage when we can also have the Minister's amendment before us. If the Minister consents I think that will be the better course.

Yes. And the Government amendment will be circulated in the meantime.

I think that course will be quite satisfactory. We are advised by the draftsman that there is a certain difficulty in fitting in the amendment in the form handed in by Senator Sir Edward Bigger. I do not know if the Senator has seen the proposed Ministerial amendment but we think it will achieve the purpose the Senator has in view.

May we hear what the Parliamentary Secretary is likely to propose and I might withdraw my amendment?

We must do something with the amendment on the Paper. Do you wish it to stand or do you withdraw it?

Then I shall withdraw it until the Report Stage.

Section 2 agreed to.
The remaining sections 13 to 22 were agreed to. The Schedules were then agreed to and the Bill was reported without amendment to the House.
Report Stage ordered for next Wednesday, 7th December, 1932.
The Seanad rose at 6.30 p.m. and adjourned till to-morrow, Thursday, 1st December, at 3 p.m.
