Musk Rats Bill, 1933—Report.

Question proposed: "That the Bill be now received for final consideration."

As I promised yesterday, I had a consultation with the draftsman as to how the point that was raised on the Committee Stage of this Bill should be dealt with. On his advice the three amendments on the Order Paper to-day express how that point should be met. I do not think it is necessary for me to go over again the arguments that were used yesterday. The draftsman has assured me that these three amendments meet the situation that was discussed on the Committee Stage of the Bill yesterday.

Senators have heard the Minister's explanation of the three amendments on the Order Paper. They are Government amendments, and I will put them to the House separately.

Government amendment 1: Section 11. Before the word "The" in line 31 to insert the words "Subject to the provisions of this section."

Agreed.

Government amendment 2: Section 11. To add at the end of the section a new sub-section as follows:—

(2) The Minister shall not grant an application for a musk rat licence unless he is satisfied that such licence is required to enable musk rats to be kept for the purposes of biological or scientific research.

Agreed.

Government amendment 3: Section 14. To insert at the beginning of the section a new sub-section as follows:—

(1) Whenever the Minister grants a musk rat licence he shall attach to such licence a condition that musk rats shall be kept by the holder of such licence for the purposes of biological or scientific research and for no other purpose.

Agreed.
