This is a Bill to confirm the imposition of certain duties, or the amendment of certain existing duties which have been made by Emergency Order. The orders which it is proposed to confirm are set out in the Schedule to the Bill. I may say, in connection with it, that there were only two items to which any reference was made when the Bill was before the Dáil. In regard to reference Nos. 3 and 4, Deputy Cosgrave raised certain points. I suggested to him that if he still felt it necessary, after having received certain information from me, for the Seanad to put down a recommendation, of course, the Dáil would have an opportunity of reconsidering the matter. I furnished Deputy Cosgrave with certain particulars in relation to this matter, and I am not aware that he feels it necessary for the Seanad to make any recommendation in regard to it.
The other matter which was raised was one arising under reference No. 9 in relation to the duty on certain wallpapers. In that connection, a conference is being arranged between the wall paper manufacturers and all those who are interested in wall paper from the other end: from the point of view of decorators and wholesalers, and I understand that the difficulties which arose in that connection are in process of being smoothed out.
