Offences Against the State (Amendment) Bill, 1940. - Control of Imports (Quota No. 37) (Amendment) Order, 1939—Motion of Approval.

I move the motion standing in the name of Senator Quirke:—

That Seanad Eireann hereby approves of the Control of Imports (Quota No. 37) (Amendment) Order, 1939.

Briefly, the purpose of this Order is to remove from the provisions of the original Quota Order hats made of felt which at importation are valued at a price of 12/9 each or more, hats made of straw and partly manufactured hats and caps made of materials other than felt. In addition to that, opportunity is being afforded by the introduction of the amending order to exclude from the prohibition hats and caps which were imported in such circumstances that their importation did not conflict with the purposes for which the order was made. These are hats which are shown to the satisfaction of the Revenue Commissioners to be intended solely for scientific or medical purposes; hats which are imported as gifts from persons outside Ireland to persons resident in Ireland, or imported as part of personal effects, or imported as wedding gifts or are imported as part of the personal estate of a person who has died outside Ireland by a person who has become entitled to them, or are imported in connection with the arrangement or maintenance of a transatlantic air service using or involving the use of an airport in Ireland, or are imported solely for the purpose of an exhibition or demonstration; or are imported for further manufacture and subsequent re-exportation or are imported temporarily only.

In this case I can express myself in complete approval of the Minister, just as complete approval as I was in disagreement on the last occasion. It is a matter of some satisfaction that inherited hats will be allowed in free.
