Local Government (Repeal of Enactments) Bill, 1949—First Stage.

I move:—

That leave be granted to introduce a Bill entitled an Act to repeal expressly certain enactments relating to local authorities which may be regarded as spent or which have ceased to be in force otherwise than by express repeal or which have, by lapse of time or otherwise, become unnecessary.

This is a Government Bill which will be brought through the House by the Parliamentary Secretary to the Minister for Local Government.

This is the first occasion on which a Government measure has been introduced in the Seanad.

It is the first occasion in the memory of the last two speakers but not the first occasion in my memory. It was done, I think, on three occasions in the first Seanad in which the Bill was introduced with the names of members, prepared by the then Government and carried on by Ministers. I am very glad to see this started. It may be of great value.
