I would like to raise a point—it does not really concern the Parliamentary Secretary—as to whether it would be possible to have some statement in regard to the motions. When we put down motions in the Seanad for discussion the assumption is that they will be debated within a reasonable time. Now it seems that the one thing that is certain if you put a motion down is that it will never be discussed. I think there is something wrong with the position. Motion No. 1 was referred to and there may be special circumstances, but is there any reason why we cannot have discussion on the other motions?
