Vol. 48 No. 12

Scholarship Exchange (Ireland and the United States of America) Bill, 1957—Committee and Final Stages.

Sections 1 to 4, inclusive, agreed to.
SECTION 5.
Question proposed: "That Section 5 stand part of the Bill."

The last paragraph of Section 5 says, "in co-operation with the United States Board of Foreign Scholarships, the selecting of students, professors, teachers" and so on. In other words, it implies that the selections will be made in co-operation with the United States Board. I presume the United States Board will have the selection of their representatives to come across and that we here will have the selection of our representatives going to the United States, but I wonder does the word "co-operation" provide for the case of a disagreement between the two bodies. Can one veto the other or have we the last say in the selection here, just as it would be reasonable that the Americans should have the last say in the selection on their side?

I think the word "co-operation" speaks for itself. The fact is that the board will administer the fund. Therefore, I have little doubt that substantial agreement will be found amongst the members themselves, but I think the implication is clear enough that the United States Board of Foreign Scholarships would be the proper board to select students on the other side and make suggestions to the board when it is set up, who possibly in most cases will accept their suggestions in the case of the selection of personnel from the United States. There will be no conflict of interest because it is the board set up under the Act that will decide who goes and who comes.

The board have the ultimate power.
