Question proposed: "That Section 2 stand part of the Bill."

I will put my question to the Minister again. I may not have made myself sufficiently clear. I am aware that the firms I mentioned have been doing their own research but not very much of the applied type of research. Why is it necessary in the Bill to limit the type of chair or lectureship?

The purpose of this Bill is to authorise Bord na Móna to fulfil the agreement which it entered into with Messrs. Guinness.

But if, in five or ten years' time, Bord na Móna want to endow some more fundamental type of research?

It will mean more legislation. On the whole, I think that is not undesirable. We should take that step by step.

The Minister does not think it desirable to give it general application at the moment?

I do not see any objection in principle to limiting the power of these State boards initially and then extending them step by step as it is justified. It helps to keep the Houses of the Oireachtas in touch with what is happening.
