Announcements by Cathaoirleach.

Sula dtosófar ar Orduithe an lae, tá orm a chur in iúl don Teach go bhfuiltear tar éis litir a fháil ó Rúnaí Roinn an Taoisigh á rá (1) go raibh an tUachtarán, ar ainmniú an Taoisigh, le comhaontú Dháil Éireann roimh ré, tar éis Gearóid Mac Pharthaláin, comhalta de Dháil Éireann, a cheapadh ar an 23 Iúil, 1959, de bhun Airteagail 13. 1. 2º den Bhunreacht, chun bheith na chomhalta den Rialtas; agus (2) go raibh an Taoiseach, ar an 23 Iúil, 1959, i bhfeidhmiú na gcumhacht a bheirtear dó le halt 4 den Acht Airí agus Rúnaithe (Leasú), 1946, tar éis (a) sannadh na Roinne Tailte do Erskine Childers a fhoirceannadh agus an Roinn Tailte a shannadh do Mhicheál Ó Móráin comhalta den Rialtas; agus (b) sannadh Roinn na Gaeltachta do Mhicheál Ó Móráin a fhoirceannadh agus Roinn na Gaeltachta a shannadh do Ghearóid Mac Pharthaláin, comhalta den Rialtas.

Before entering on the Orders of the day, I have to inform the House that a communication has been received from the Secretary to the Department of the Taoiseach stating (1) that the President on the nomination of the Taoiseach, with the previous approval of Dáil Éireann, had appointed Gerald Bartley, on the 23rd July, 1959, in pursuance of Article 13. 1. 2º of the Constitution, to be a member of the Government; and (2) that the Taoiseach, in exercise of the powers conferred on him by section 4 of the Ministers and Secretaries (Amendment) Act, 1946, had, on the 23rd July, 1959, (a) terminated the assignment of the Department of Lands to Erskine Childers and assigned that Department to Michael Moran, a member of the Government; and (b) terminated the assignment of the Department of the Gaeltacht to Michael Moran and assigned that Department to Gerald Bartley, a member of the Government.

Further communications have also been received from the Secretary to the Department of the Taoiseach stating (1) that the Taoiseach, in exercise of the powers conferred on him by section 4 (1) of the Ministers and Secretaries (Amendment) Act, 1946, had, on the 27th July, 1959, assigned the Department of Transport and Power to Erskine Childers, a member of the Government; and (2) that the Government, on the nomination of the Taoiseach, had appointed Joseph Brennan, T.D., to the Office of Parliamentary Secretary to the Minister for Finance with effect from the 27th July, 1959.

I have received notice from Senator O'Quigley that, on the motion for the adjournment of the House to-night, he proposes to raise the following matter:—

The propriety of supplying, from official sources, to members of the Houses of the Oireachtas, for election purposes, the names and addresses of unemployed persons resident in the Borough Constituency of Dublin South West.

I am accepting that notice and the matter will be taken from 9.30 p.m. to 10 p.m., or earlier if the business for the day concludes.

I want to protest in the strongest possible manner against the acceptance of that notice of motion. It is completely unsuited to this House.

Is this a point of order?

Whatever it is, I want to register my protest against the acceptance of this motion.

May I put it that a point of order should be made to the Cathaoirleach and not made by way of protest?

Is the Senator dictating to the Chair? It looks like it.

I want to make my protest. I object in the strongest possible manner to the taking of this motion which, in my opinion, is a completely ex parte statement. There is no foundation whatsoever——

The Chair has ruled that this motion is in order and that it will be taken at half past nine.

What are we to do about it then?

Wait until half past nine.

If the Seanad is to be used for every variety of ex parte statement such as this, it is not serving the purpose for which it was instituted and I want to register my protest.

I should like to supplement what Senator Ó Maoláin has said in regard to using the Seanad for political propaganda.

The Chair has ruled that this motion is in order. Let there be no further discussion on this matter.
