Order of Business.

It is proposed to take Nos. 1 and 4 on the Order Paper.

I would ask that the House take No. 5. The Minister is here at the moment and probably would be available to discuss this very urgent matter and I would be grateful if No. 5 could be taken.

I have asked that the matter be referred to the Committee on Procedure and Privileges, as I do not think that in the present form of the wording it is a motion that is suitable for discussion by the House.

This motion has been on the Order Paper for a number of months.

It was agreed on the last sitting day, I think, that the matter be referred to the Committee on Procedure and Privileges.

I did not understand that.

That is the arrangement.

I protest against the way this motion is being held up.

Would it not be possible for the Minister to put his point of view today about this type of motion? That would solve the question of procedure on this motion and motions generally of its kind, and then the matter could be discussed further later. If the Minister has a particular point of view as to whether he ought to discuss this or not, it would be appropriate for him to put it, if there is no objection.
