Electoral (Amendment) Bill, 1968: Instruction to Committee.

I move:

That it be an instruction to the Committee on the Electoral (Amendment) Bill, 1968, that it has power to consider separately the entry relating to each constituency in the Schedule and that the Chairman may put the question on each entry "That the entry (or the entry as amended) relating to the constituency of (name of constituency) stand part of the Schedule".

In courtesy to the House, I think the Leader of the House should give us some explanation on this and not merely be content to have it moved. Presumably the motion has some purpose.

The Chair has been asked to indicate that the purpose of this motion would be to facilitate the debate on Committee Stage. This Bill consists of a Schedule which is quite complex and in the course of the debate it might be necessary to discuss one part of this Schedule without another. In the ordinary course a Schedule is discussed in one totality.

There would only be a single question, "That the Schedule be the Schedule to the Bill", but in order to facilitate the dissection, as it were, for debate purposes, each of the entries in the Schedule will be called separately and the debate will then be confined to that particular entry.
