Business of Seanad.

I have received from Senator Quinlan an application ro raise, on the motion for the Adjournment of the House tonight, the following matter:

Refusal of the Minister for Education to sanction legitimate increases in staff in secondary schools for the coming session as conveyed in letters this week.

I rule that it is not admissible for discussion on the Adjournment as payment of the increased staff would involve the passing of legislation giving statutory effect to the required Supplementary Estimate. Advocacy of legislation is not permitted on the Adjournment. The Senator has been notified of my decision.

With due respect, I suggest that your ruling is based on a very false assumption.

The Senator may not question the ruling of the Chair. The Chair has ruled and that is an end to the matter.

I suggest it is in keeping with the general policy of stifling discussion in this House.
