Order of Business.

It is proposed to take Nos. 10 and 20 together, then Nos. 3 and 1.

Could I ask the Leader of the House what are the sitting hours proposed in order to take this Bill?

The situation is that the National College of Art and Design Bill, Committee Stage, is not yet completed. When we finish the debate on the motion we will resume on the College of Art Bill with the intention of finishing it tonight, if at all possible.

We are less than half way through the Committee Stage of the College of Art Bill.

How long is it proposed to sit on this motion? Is there a time limit?

In accordance with the resolution as agreed by the House with regard to motions the maximum time allotted is six hours.

Is it proposed to adjourn for lunch?

One hour. I must apologise for the delay in the start of proceedings this morning due to some misunderstanding with regard to the time. I must also apologise for the delay in the Minister's arrival. He is on his way at the moment.

Might I suggest that a number of difficulties arose, apart from the delays and absences and the Leader of the House might seriously consider adhering to the more customary time of 10.30 a.m.?

Before taking up Motions Nos. 10 and 20 I should like to remind Senators that, under the arrangement made with regard to motions, the total time allotted is a maximum of six hours. The proposer of the motion is allowed 30 minutes and succeeding Senators a maximum of 20 minutes each.

Would that be two periods of 20 minutes?

No, both motions will be discussed together, so it will be one period for each Senator. Would Senator McDonald care to move one of the motions; only one may be moved at a time. He may move either No. 10 or No. 20.

In that case I would prefer to move No. 20.
