SECTION 3.
Question proposed: "That section 3 stand part of the Bill."

On section 3, since it is an appropriate time to make this comment, I should like to make the observation that I welcome the use of the tables here to clarify the position. This is something that has recently come into legislation and I, as a lawyer, trying to assess the difference it has made when a Bill is amended, greatly welcome this presentation of a clear picture by means of the tabling of the effect the amendment has. I should just like, having been critical at an earlier stage, to say that I welcome the approach in the Bill and this particular example of it where, when changes are made, the Bill includes a table setting out the precise position.

Are the advances repayable under this section?

Yes; but CIE will be borrowing this money from the European Investment Bank and they will be responsible for repaying it with the guarantee of the Minister for Finance.
