Social Welfare Bill, 1979: Motion for Earlier Signature.

I move:

That, pursuant to subsection 2º of section 2 of Article 25 of the Constitution, Seanad Éireann concur with the Government in a request to the President to sign the Social Welfare Bill, 1979, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.

Parts of the Bill which we have just passed on social welfare, particularly sections 3 and 4 relating to unemployment assistance, are due to come into operation on 28 March this year and it would not be feasible, therefore, within the time limits which are now available to us to allow the normal full interval under subsection 1 section 2 of article 25 without the concurrence of the Seanad. It is very important that this be agreed to.
