Death of Deputy. - Order of Business.

It is proposed to take Nos. 1 and 2 today. No. 1 will be taken from 2.30 p.m. until 6 p.m. and No. 2 from 7 p.m. until 8.30 p.m. It is proposed to sit tomorrow also and on that occasion I will be suggesting we should take item No. 3, an amending Bill of narrow scope dealing with one specific point. We should then resume the motion on CIE and devote the remaining hour and a half to item No. 2, the Private Members' motion, at 3.30 p.m.

Will the Leader of the House give us an indication as to when we are going to reach the Developments in the European Communities Twenty-First Report? At this stage it is totally irrelevant to have this on the Order Paper. This report dates back to January 1983. A number of changes have taken place and we need to discuss them in this House. A number of items of vital importance to the people could be dealt with here. Our failure to deal with this item shows the House up in a poor light. The Twenty-Second Report must be out now as it was due in January 1984. I appeal to the Leader of the House to take this item as it is of vital importance to the House and Irish people.

In regard to the question of this report, the Minister has agreed to take this at as early a date as possible. What is happening today and tomorrow is that we are giving preference to Private Members' Business rather than take this Government motion. It is this which has caused the delay over the last month or so. Senator Lanigan has indicated that the Twenty Second Report is virtually due now. Indeed, this has now gone so far that I instituted an inquiry as to when the Twenty Second Report would be due so that we could debate the two of them together. I agree with Senator Lanigan that it would be utterly unrealistic for us to have a debate now in this House about January to June last year without talking about, for example, the Athens Summit and all that flows from it. If the Twenty Second Report will not be issued, say, for more than a month we should put down a broader motion which will enable us to discuss this report and subsequent developments. I agree with Senator Lanigan that a debate now on January-June 1983 would be ridiculous. I will certainly press that forward. From what Senator Lanigan has said I take it that there would be no objection if at the next sitting, or the sitting after, that Private Members' Business is not taken in order to take this motion.
