Order of Business.

It is proposed, as was foreshadowed yesterday, that we should take items Nos. 1, 2, and 3 on the Order Paper and that item No. 3 should be taken not later than 3.30 p.m. today. I might say that there was, as Senators know, a misunderstanding in regard to the motion, item No. 1, but we will devote an hour-and-a-half to it today and complete the debate at a future sitting. It is also proposed that there should be intermission from 1 o'clock to 2 o'clock.

In speaking on the Order of Business, I would like to say a few words of tribute to our former Clerk Assistant, Mr. Martin McMahon, who has received promotion and accordingly will no longer be with us. I thank him for his work in the House and his work in the office and the manner in which he has always been helpful to Members of this House, not only to those of us who are responsible for its business but also to individual Senators. I would like to welcome his successor, Mr. Kieran Coughlan. I am confident that when his turn comes to leave us he also will have earned our tribute.

Like the Leader of the House, I would like to pay a compliment to Mr. Martin McMahon who is leaving us. At all times he was very courteous to Members of the House and fulfilled his duties in an excellent manner. I am sure that in the future in his new position he will have a more intimate knowledge of the Members of the House and that he will carry out his new functions in as excellent a manner as he has in the past performed his duties wherever he has been asked to perform them. Again I would like to welcome Mr. Kieran Coughlan. I am sure we will have an amicable arrangement with him and that he will carry on the traditions of the House as they have been carried out by the people who sat in that chair before him.

I join in the tributes to Mr. Martin McMahon and congratulate him on his promotion. The Members of the House might not be aware that over the past months he devoted a good deal of time to trying to ensure that this House had the facility of broadcasting through the medium of RTE. He put much work into that, and that work should be continued in consultation with RTE. There is a desire by the Members of this House to have its proceedings broadcast, and Martin McMahon has gone a long way towards overcoming some of the snags that were involved in doing that. I hope that that work will be continued. I would like to welcome Mr. Kieran Coughlan to this position. I have worked with Kieran when he was secretary to one of the joint committees of the House. I have always found him a most efficient and co-operative member of the staff, and I hope his stay with us will be fruitful and pleasant. I welcome him, and his is a familiar face at this side of the House.

I would like to register my very deep regret for the misunderstanding that occurred here yesterday, and to thank the House for its sympathetic approach to the problem which emerged, because neither myself nor Senator Brendan Ryan attended to debate the motion which had been kindly put on the Order Paper for yesterday. The Leader of the House, Senator Dooge, telephoned me last night and I was glad that he was at least supporting the part of the motion which deals with non-violent action. I was almost surprised because I felt that Members had been very much inconvenienced. I can only repeat what I have said, that there was a misunderstanding and I deeply regret my part in it.

I would like to ask if it would be possible to clarify whether it will become customary to sit on Tuesdays and Wednesdays or Wednesdays and Thursdays. It is extremely difficult for some of us to organise our week to fit in with the regular routine for Seanad business. Previously it was Wednesday plus or minus Thursday. In this session it seems to have started on Tuesday sometimes and gone on to Wednesdays. It is difficult to plan if one is not certain in advance of the weekly routine.

In regard to the question of sitting days, I would say that it is the intention that if it is anticipated that the House will sit for only one day, that that sitting day should be Wednesday. As Senator Robb said, it was the custom when we were sitting for two days, to sit on Wednesday and to take the second day sitting on Thursday. I received a large number of representations that this was unsuitable to Members. Many Members indicated that they would prefer Tuesday and Wednesday. That is the reason why in this new year we have gone over to Tuesday and Wednesday sittings. In order to resolve this matter, because we would all like to be certain on this point, I will arrange for a small questionnaire to be sent to Members, and I think Members in this case will wish to abide by majority preference.

I thank the Senators for their kind remarks about Mr. Martin McMahon. I add my voice to those remarks and I welcome Mr. Keiran Coughlan.
