Business of Seanad.

I have notice from Senator Shane Ross that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The extradition of Dominick McGlinchey and future treatment of extradition warrants for terrorist offences committed in Northern Ireland.

It appears to me that the matter brought forward by Senator Ross is of an obviously complex nature involving a decision by the Supreme Court. I rule that it is not suitable for discussion under the Standing Order.

I would not for one moment challenge your ruling on this, but it is a great pity that a decision of such a momentous and historic nature cannot be debated, that there is no procedure whereby such a decision could be debated in either House of the Oireachtas.

That is not so. There are procedures.

The procedure would take much longer than the immediate time when I would like to see it debated. I would like to take the opportunity to congratulate the Leader of the House and his party for the speed——

This is completely out of order and I will have to ask Senator Ross to resume his seat.

As this matter was raised in the Seanad two years ago and debated for three hours, it is appropriate that it should be raised in this House at this time. Although the Government should be congratulated——

There are still questions remaining to be answered on this issue.

My ruling relates only to the procedure on the question asked. Therefore I have to ask you to resume your seat.
