It is proposed to take Nos. 1,2,3,4, and 6 in that order. It is hoped that we can complete all Stages of No. 2 today. It is also proposed that we should adjourn for tea between 5.30 p.m. and 6.30 p.m. and that we should take motion No. 4 between 6.30 p.m. and 8 p.m., or earlier if business of the House permits.
Order of Business.
Since motion No. 4 would seem to be related to Senator Brendan Ryan's motion and as it is intended that we spend an hour and half on No. 4 and then half an hour on his motion, I wonder would Senator Ryan agree that we should take two hours on No. 4 and incorporate his motion in that discussion because they are related subjects.
I could not, because the essence of my concern is not so much the young people in question, though that is important, as the whole conception of the interpretation of the phrase "available to work" as used by the Department of Social Welfare. I regret, therefore, that I really could not agree to what Senator Lanigan has suggested.
That is all right.
Since we are talking about payment for time lost through sport, I feel that the time of this House would be better spent on motion No. 4 if we could bring in the concept that Senator Ryan is bringing into this House.
I could presume to speak on behalf of the movers of this motion in so far as it is a Fine Gael motion in Fine Gael time. We want motion No. 4 to be taken as it is in our own time. We do not want anything else to be mixed up with it. Other procedures are available for the other important matters which came before the House.
Senator Ryan objects and that is decided.
And I object which is more to the point.
Is it intended that the Postal and Telecommunications Bill is to be taken in total today?
That was the hope I expressed. I would hope for co-operation in doing so. If the Senator has reservations about that procedure, I would like the opportunity to talk to him or to the Whips about it. It is hoped that we will get it. It is non-controversial and it is a matter for discussion. I just expressed the hope.
