Order of Business.

It is proposed to take today Nos. 1, 2 and 3. I might indicate that under item No. 1, which strictly speaking is only the Order for Second Stage, as foreshadowed yesterday I intend to move that Second Stage be taken today and I think the most suitable time to take it would be after taking item No. 2. The order of discussion today would therefore be Committee Stage of the Social Welfare (Amendment) Bill, then I hope all Stages of the European Communities (Amendment) Bill and the completion of the Appropriation Bill. It is the wish of Senators, as I understand it, that the proceedings should conclude not later than 4 p.m. I think to avoid any confusion that we should order that the Minister replying to the debate should be called not later than 3.30 p.m. and conclude 30 minutes later.

Will there be an interval for lunch at 1 p.m?

I think we should suspend the sitting from 1 p.m. to 2 p.m.

I am in fear of being ruled out of order again, but a serious matter concerning our fishermen is the proposed fish quotas. I read in The Irish Times today that the Spaniards are demanding immediate rights to Irish fish. If I can raise this matter under some Standing Order during the day I would appreciate being permitted to do so.

It does not come up on the Order of Business. Again, the scope of the Appropriation Bill is very wide.
