Business of Seanad.

I have received notice from Senator Jack Fitzsimons that on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The need for the Minister for Finance to withhold the signing of the certification of completion for the River Boyne drainage scheme until further essential works are completed.

I also received notice from Senator John Ellis of the following matter:

The delay by the Minister for Agriculture in introducing the new Land Authority Bill, which is allowing people to speculate in agricultural land to the detriment of full time farmers.

I regard the matter raised by Senator Fitzsimons as suitable for discussion on the Adjournment and it will be taken from 4.30 p.m. to 5 p.m. or earlier if the business ordered is concluded. I regret that I have to rule the matter raised by Senator Ellis as not suitable for discussion on the Adjournment on the ground that it involves advocacy of legislation.

On the Order of Business and your refusal of my question on the Adjournment, I would like to know what methods are now open to full time farmers to prevent the forestry speculators and big business people from taking over farmland in the west of Ireland to the detriment of full time farmers? We were promised by the Minister for Agriculture that we would have this Land Authority Bill on many occasions during the past year and we have not had it yet.

You are completely out of order.

I may be out of order but I believe it is time the matter was highlighted in this House.
