Request Under Standing Order 29.

I have notice from Senator Smith regarding a motion of which he has given notice under Standing Order 29.

I wish to move a motion on the Adjournment of the Seanad on a specified and important matter of public interest requiring urgent consideration — the continuing uncertainty and probable disruption of the leaving and intermediate certificate examinations schedules arising from the current teachers' dispute, and the failure of the Government to accept the most recent offer for the appointment of an independent mediator to help break the deadlock in the dispute.

Acting Chairman

I have given careful consideration to the matter raised by Senator Smith. I do not consider it to be a matter coming under Standing Order 29. I regret, therefore, I have to rule it out of order.

I do not wish to question your ruling, but surely this is a matter of the most urgent nature about which there is growing public concern? All the indications are that this dispute will escalate after Easter. The education commission of the conference of major religious superiors and the parents council——

I am sorry but——

——have called on both parties in Government to accept a mediator.

I regret that I have to rule the matter out of order.

I believe that this further manifestation of Government intransigence on the this matter is going to worsen what is already a very serious dispute, and what is threatening to be a very long and bitter dispute——

I have given my ruling on the matter and the Senator should accept that ruling.

I have no option but regretfully to accept your ruling. I take this opportunity to urge the Government to have a change of heart because this could be the straw to break the camel's back in this dispute.

The Senator will have a further opportunity to table a motion on the matter.
