I have notice from Senator David Norris that, on the Motion for the Adjournment of the House today, he proposes to raise the following matter:

The need for the Minister for Social Welfare to resolve the anomaly whereby a visually handicapped student (name supplied) in receipt of a blind pension has had that pension reduced substantially as a result of the success in obtaining a higher education grant, thereby effectively preventing him from completing his education.

I also received notice from Senator Joe O'Toole of the following matter:

The need to establish a pilot scheme for Teilifís na Gaeltachta because £0.5 million has been set aside from the national lottery by the Government since November last for this scheme.

I also received notice from Senator Paschal Mooney of the following matter:

In view of widespread concern about the increasing incidence of alcohol abuse, especially among the young, if the Minister for Health will consider introducing a "health warning label" on all alcoholic products similar to the health warning label which appears on cigarette packets.

I regard the matters raised by Senators Norris and O'Toole as suitable for discussion on the Adjournment. I have selected Senator Norris's motion and it will be taken at the conclusion of business. Senator O'Toole may give notice for another day of the matter he wishes to raise.

I regret I have to rule that the matter raised by Senator Mooney is not suitable for discussion on the Adjournment on the grounds that it would involve legislation.

A Chathaoirligh, may I ask for your guidance on this matter? As a relatively new Senator I was not aware that there was a difficulty about it——

I have made my ruling here but the Senator can come and see me. I will be here until 12 midnight.

I was just asking in what direction I should now go in relation to this matter.
