Seanad Éireann debate -
Wednesday, 21 Sep 1988

Vol. 121 No. 1

Request under Standing Order 29.

Acting Chairman

I am sorry to interrupt the proceedings at this stage. I have received a notice from Senator David Norris regarding a motion which he wishes to have under Standing Order 29. I now call on Senator Norris to give notice of the motion before I give my ruling.

I wish to move a motion for the Adjournment of the Seanad on a specific and important matter of public interest requiring urgent consideration, the matter being the need for the Minister for Finance to extend the deadline for the current tax amnesty to 31 December 1988.

Acting Chairman

I have given careful consideration to the matter raised by Senator Norris. I do not consider it to be a matter contemplated by Standing Order 29. I regret, therefore, I have to rule it out of order.

Thank you. In view of the fact that this will be much more urgent next week when there will be, in fact, less time and there will be a large number of people in the country wishing to make returns, will it be possible to raise it then? Will they come under the ruling at that stage?

Acting Chairman

I am sorry, we cannot debate the matter now.

I do not want to be contentious at all but, on a point of order, could you tell us, because I agree with Senator Norris's motion wholeheartedly, whether it is on the grounds of urgency that you ruled it out of order or whether it is on some other grounds because it is not relevant. We could bring it up again.

Acting Chairman

I cannot discuss this matter in the House.

Could you discuss it outside the House?

Acting Chairman

I will see you privately afterwards if you wish.
