Request under Standing Order 29.

I have notice from Senator Shane Ross regarding a motion which he wishes to move under Standing Order 29. I call Senator Ross.

I wish to move a motion for the Adjournment of the Seanad on a specific and important matter of public interest requiring urgent consideration, the matter being the need for immediate Government action to counter the serious health hazards caused by the dangerous levels of smog in Dublin.

I have given careful consideration to the matter raised by the Senator and I do not consider it to be a matter contemplated by Standing Order 29. I, therefore, regret I have to rule it out of order.

Of course, a Chathaoirligh, I would not dream of quarrelling with your ruling, but I do not see how one can use Standing Order 29. If this is not a matter of urgency, I do not know what is a matter of urgency.

I have made my ruling and it is not a matter for further discussion.

May I ask you, a Chathaoirligh, to clarify your ruling by saying——

I do not have to clarify my ruling in the House. I have made by ruling.

Is it on the grounds that the health hazards——

If the Senator wants clarification, we can talk about it later on, but I have made my ruling and the matter is finished.
